Governance features of burial societies

Bassett et al. (2012) conceptualises governance in three components – namely, (i) rules of the game, (ii) roles and responsibilities of actors, and (iii) control and accountability mechanisms.

Rules of the game

The Government of Uganda (GoU) requires all organisations to register with a relevant government office before starting a business. CBOs or other community groups are required to register with the sub-county local government and the district. Registration requires documents including a constitution, a list of members, and a set of recommendation letters from the village and parish council authorities. Yet about 79 per cent of the burial societies have not registered with any government authority. The groups that have registered are mainly those that have graduated from only burial assistance to promoting services such as IGAs.
